It should be ready to defend its values and work towards achieving global public good like climate change as well as sustainable development and maritime security. It should also have the capacity to expand its global influence by delivering tangible benefits. However, it has to do so without jeopardizing its stability within the country. This is a difficult task. Domestic politics are the primary impediment to South Korea's foreign policy and it is crucial that the presidential leadership manages these domestic constraints in ways that promote public confidence in the direction of the country and accountability for foreign policies. It is not an easy job, as the structures that support the formulation of foreign policy are varied and complicated. This article will discuss how to deal with the domestic constraints to create a coherent foreign policy. The current government's emphasis on cooperation that is pragmatic with similar allies and partners is likely to be a positive thing for South Korea. This can help to counter the emergence of progressive criticisms against GPS' values-based foundation and open the way for Seoul to engage with nondemocracies.
