This study, employing a difference-in-difference (DID) approach, demonstrates that the national green data center pilot policy stimulated higher levels of green technology innovation in pilot cities, but the spillover into neighboring cities was minimal. Empirical testing of the national green data center pilot policy demonstrated that urban green technological innovation is fostered by capital deepening, the dynamics of market competition, and the concentration of related industries. Additionally, the policy's consequences are amplified in cities facing challenging environmental situations, low levels of urbanization, vast network infrastructures, and strong capacities for innovation. The conclusions derived from this study on data center green development suggest new approaches towards cleaner regional production.
